How to Convert JPG, PNG or HEIC Photos to PDF
On this page
Short answer: open Imgovo’s JPG to PDF tool, add your photos, put them in order, choose A4, Letter or the image’s own size, and download the PDF. It works in your browser, so scans of documents or private photos are not uploaded.
When you need a PDF instead of a photo
- A portal or employer asks for a document as PDF, not as pictures.
- You scanned or photographed several pages and want one file.
- You want to send multiple photos in one attachment.
- You need a format that opens the same way on every device.
Step by step
- Open JPG to PDF. For other sources there are dedicated pages for PNG to PDF and HEIC to PDF.
- Add your images. Each image becomes one page.
- Put the pages in order with the up and down buttons.
- Choose the page size and margin.
- Create the PDF and download it.
You can undo and redo changes. The tool is free, with no sign-up and no watermark.
Choosing the page size
| Option | What happens | Use it for |
|---|---|---|
| A4 | Each page is A4 | Documents for Europe and most of the world |
| US Letter | Each page is Letter size | Documents for the USA and Canada |
| Same as image | Each page matches its photo | Photo albums, where no paper size is required |
The margin is set in the same step as the page size. If you want the picture to reach the edge of the page, use a small margin or none. For a scan that will be printed, a margin avoids cutting off the edges on some printers.
The tool page does not mention an orientation setting, so check the preview if you mix portrait and landscape images.
Quality: what to expect
Upright JPG images are embedded in the PDF without re-compression, which means no quality loss. This matters for scans of documents, where text must stay readable. For other formats, the page does not describe the handling, so look at the finished PDF if you need to be certain.
Keep the PDF small
Many email systems and upload forms limit attachment size. The size of the PDF depends mainly on the photos you put in, so reduce them first:
- Resize very large photos. A phone photo is far larger than a page needs.
- Compress them with Compress Image and a target file size. The method is in How to compress an image to under 100 KB.
- Then create the PDF.
The tool sets no page limit, but very large documents with many high-resolution photos may be slow on older phones. If a conversion struggles, split the job into smaller PDFs or shrink the photos first.
Photos from an iPhone
iPhone photos are often HEIC. You can go straight to HEIC to PDF, or convert to JPG first. See How to convert HEIC to JPG.
Tips for documents
- Photograph flat and straight. Good light and no shadows give the best result.
- Crop to the page before converting, with Crop Image, so no table or background shows.
- Check the order of the pages before you create the PDF.
- Look at the PDF before sending it. Zoom into the text to make sure it is readable.
Privacy
Documents often contain personal data, so where the conversion runs matters. In Imgovo it runs in your browser and the images are not uploaded. To check this on any site yourself, see Are online image converters safe?.
Do it now
Open JPG to PDF, add your images and download one PDF.
Frequently asked questions
Can I combine several images into one PDF?
Yes. Each image becomes one page, and all pages are saved in a single PDF. You can change the order with the up and down buttons before you create the file.
Which page size should I choose?
A4 is standard in Europe and most of the world, and US Letter in the United States and Canada. 'Same as image' makes each page match its photo, which suits photos but not forms that expect a paper size.
Will the PDF reduce the quality of my JPG photos?
Upright JPG images are embedded without re-compression, so there is no quality loss. How other formats are handled is not described on the tool page, so check the result if quality is critical.
How do I make the PDF smaller?
Reduce the size of the photos before creating the PDF. Resizing or compressing large photos first keeps the PDF small, which also helps on older phones.
Are my photos uploaded?
No. The conversion happens in your browser and the images are not sent to a server.
